Reminder: Add Amazon.nl to Pan-EU Listings by 25 June 2025
REMINDER: Amazon Expands Pan-EU Fulfilment to Include the Netherlands – Action Required by 25 June 2025
We previously reported that Amazon is rolling out an important update to its Pan-European Fulfilment (Pan-EU) programme that sellers should act on promptly.
Starting from 25 June 2025, the Netherlands will become a mandatory marketplace for participation in the Pan-EU network.
What’s changing?
Previously, sellers in the Pan-EU programme were required to list products in Germany, France, Italy, and Spain.
With this update, Amazon.nl (the Dutch marketplace) must now also be included for sellers to maintain eligibility for Pan-EU benefits, marking a total of five mandatory marketplaces.
This requirement affects:
- All existing Pan-EU sellers, who must ensure their ASINs are listed in the Netherlands by the effective date.
- New sellers joining the programme on or after 25 June 2025, who will need to activate listings in all five countries upon enrolment.
Failure to meet this requirement will result in the loss of Pan-EU local fulfilment fee advantages.
What is the Amazon Pan-EU programme?
The Pan-European Fulfilment Network is Amazon’s cross-border logistics solution that simplifies multi-market selling within the EU.
Sellers can send their inventory to one Amazon warehouse, and Amazon takes care of the rest, automatically redistributing stock across the continent based on demand.
Key benefits
- Streamlined fulfilment across supported EU countries
- Faster delivery times for customers
- Amazon-managed inventory distribution and local delivery
- Access to local delivery fees (instead of cross-border EFN rates)
Under this model, Amazon handles the logistics end-to-end — including picking, packing, shipping, customer support, and returns.
Important seller obligations
To maintain access to Pan-EU local delivery fee rates:
- All new ASINs added on or after 25 June 2025 must be listed in Germany, France, Italy, Spain, and the Netherlands.
- All existing ASINs created before this date must be updated to include the Dutch marketplace.
ASINs not present in all five mandatory Pan-EU markets will be excluded from local fee eligibility and subject to standard cross-border charges under the European Fulfilment Network (EFN).
This means that sellers could potentially face an estimated 55% increase in fees, and potentially longer lead times for delivery shipping to customers.

Do I need to register for a Dutch VAT number?
At the moment, Amazon does not currently operate FBA warehouses in the Netherlands – orders made under the Pan-EU programme will be fulfilled from nearby warehouses (including Germany and France).
However, if you want to take advantage of private warehousing arrangements, you must register for a Dutch VAT number in order to store inventory.
Other compliance requirements
Product listings on Amazon.nl must comply with Dutch Extended Producer Responsibility regulations, even if you do not store any inventory in the country.
This includes products containing or consisting of:
- Packaging
- Batteries
- Waste Electrical and Electronic Equipment (WEEE)
For products listings including Batteries, the deadline to upload a valid EPR registration number is 18 August 2025. A specific deadline has not been provided for the other EPR categories, however we expect additional deadlines to be implemented in the near future.
Non-compliance beyond the enforcement deadline will result in affected product listings being automatically removed, which may impact enrolment on the Pan-EU programme.
In order to ensure compliance, we highly recommend that affected sellers begin the EPR registration process as soon as possible as the process can take several months.
